**JAFFNA, Sri Lanka —** The acting president of the Ilankai Tamil Arasu Kachchi (ITAK) has accused the Jaffna Municipal Council, which his own party runs, of failing for more than a year to act on the alleged fraudulent seizure of council land in the center of Jaffna town worth at least Rs. 250 million.

C.V.K. Sivagnanam made the accusation in a letter to Mayor V. Mathivathany, a fellow party member. He wrote that he had raised the matter repeatedly since June 2025, when the elected council took office, and that no meaningful action had followed.

“The municipal administration’s negligent attitude regarding the fraudulent seizure of this property, worth at least Rs. 250 million, is condemnable,” he wrote in the letter, which was in Tamil.

According to the letter, the land measures four parappu and nine kuli, about 45 perches. It lies on Front Street, also known as Rajendra Prasad Road, a municipal road of about 300 meters that starts at Beach Road in the town center. The plot is east of a site on the western side of the road where a new building is under construction.

At Mr. Sivagnanam’s valuation, the land is worth more than Rs. 5.5 million a perch.

Mr. Sivagnanam did not say who he believed had taken the land, how it had passed out of the council’s control or when this happened.

He wrote that he understood the council had set up a committee on municipal lands at its general meeting on Nov. 5\. He urged the committee to give the Front Street property high priority and asked to be told within four weeks what progress had been made.

Ms. Mathivathany became mayor in June 2025 after ITAK won control of the council in local government elections. The letter puts the party’s acting leader publicly at odds with a council administration his own party runs. Mr. Sivagnanam is a former chairman of the Northern Provincial Council and has been ITAK’s acting president since late 2024.

Jaffna Monitor could not independently verify the claim that the land was fraudulently taken, or the valuation.
